Each week, Jackie, an American now living and working in Karachi, [see her first post], will discuss the prevalent day-to-day issues occuring on the ground. Below, she addresses the controversy surrounding Karachi mayor Mustafa Kamal‘s alleged award of being the world’s “Second Best Mayor”:
Last week, several media outlets, including Dawn, reported that Foreign Policy (FP), a U.S.-based magazine, identified Karachi Mayor Syed Mustafa Kamal as the “Second Best Mayor in the World.” Shortly after, major billboards around Karachi were blanketed with pictures of Altaf Hussain, founder of the Muttahida Quami Movement (MQM), hugging Kamal and congratulating the young mayor on his award, [see image to the right].
For those unfamiliar with the MQM, it is one of the largest political parties in Pakistan, and was founded by Altaf Hussain in 1984. It sprung out of a student organization, All Pakistan Muhajir Students Organization, also led by Altaf Hussain. Amid rising tensions between the military and MQM in the 1990s, Altaf relocated to London where he continues to serve as the party’s leader in self-imposed exile. The party’s initial goal was to organize the ethnic Urdu-speaking group known as Muhajirs, but it later adopted a more inclusive mandate of returning power to the ‘people’ – i.e. the lower classes. How successful this has been is up for debate; many people view the MQM as a bunch of thugs who use violence, intimidation and bribery to achieve political and personal gains. Less questionable is the MQM’s very influential role in Pakistani politics, particularly in Karachi. Syed Mustafa Kamal is the current mayor of Karachi and an increasingly important member of this party. Since taking office in 2006, he has received international recognition and attention for many of the public works and infrastructure projects he has undertaken. In June, National Public Radio (NPR) ran a series focused on Karachi, during which Kamal was interviewed, [CHUP also covered this series, in this post].
Towards the end of last week, a rumor began circulating – FP did NOT name Kamal as the world’s second best mayor. I did some very basic research and it appeared that the recent flurry of praise and media coverage were not entirely merited. Karachi was mentioned in an FP piece entitled, “The 2008 Global Cities Index.” Mayor Kamal appeared in a “Mayor of the Moment” segment which was a smaller part of this larger piece, however, he was not recognized as the second best mayor in the world. Just to be absolutely sure, I called FP headquarters and they confirmed my suspicions. In fact, they received an overwhelming amount of inquiries regarding this matter, and recently posted the following link on their site, entitled “What FP didn’t say about the mayor of Karachi.”
While this “Mayor of the Moment” recognition deserves an accolade, the local media’s misrepresentation of FP’s story and the MQM’s ‘takeover’ of Karachi’s billboards detract from this proud moment. As Pakistan’s economy continues to plummet and violence is on the rise, particularly in Karachi, the ruling MQM has inevitably suffered a decline in popularity. Could this be a MQM hoax to gain popularity at a time when Karachi is falling apart or just a misunderstanding? By now, many people are well aware of the mistake, so why are the pictures still on the billboards? Why, just yesterday on front page of the Dawn, was there a quarter-page, color advertisement congratulating Kamal on his recent award? Shame on the major papers for not investigating this matter further and instead taking the information at face value from whatever source. Perhaps this is an exaggerated response to what might be an ‘honest mistake,’ but seeing these billboards of Altaf clasping Kamal to his bosom is getting a little old as other headlines continue to tell stories, daily, of violence, kidnappings and murders in their city. I was reading coverage of this on another blog, Five Rupees and someone pointed to this statement as the logic behind the title, “second best mayor.” = “No city globalizes on its own. But with shrewd investments and smart urban planning, a mayor can help turn a regional player into a global powerhouse. Here’s how three of the world’s top mayors are climbing the ladder.” Since Kamal was the second mentioned mayor on the list, I can somewhat understand why people walked away with the notion that he was the second best. Not justifying it (media outlets should always double-check their sources), but interesting nonetheless.
yeah, i followed this whole saga. pretty hilarious if you ask me. even though mustafa kamal didn’t get second place, he was mentioned in the piece. i think its ok for him to get some recognition of the work that he’s done. karachi is not an easy city to govern.
I think international recognition is great too, but politically capitalizing on a now-known misrepresentation? Not so great. I agree with Jackie there. But there is something to be said for how the MQM has reined in Karachi, although security right now is pretty shoddy.
MQM is the only political party in Pakistan which does not have a single feudal in its rank and file. All the other national parties which talk about “the people” of Pakistan while their own leaders and party members enslave their people is the height of hypocrisy. One can argue endlessly about the merits of MQM’s achievements, but one cannot argue with their major goal and prevailing political philosophy: abolishing the feudal system. That being said I am not arguing that they are the best party in Pakistan, but at the very least they are the only ones who have the guts to challenge the status-quo.
I know…I couldn’t help but read about Mustafa Kemal and get amazed at how far fetched the story was. Yes, he’s young and he’s done a lot but in no way was he named the second best mayor.
Oh yeah, and Mr. Musharraf when in Karachi also congratulated him. I would expect better from our self-styled saviour. I can’t help but hate Musharraf even more after I read about that.
So I cannot understand the controversy on this blog. Is it:
A. Misrepresentation of the facts for political gain.
B. MQM is an Italian-styled mafia so nothing they do ever has a positive purpose or goal attached to it
C. Mustafa Kamal has not done that much to merit the recognition of an international publication
A. Misrepresentation of facts for political gain is sort of a given in any civilized society. Politicians always promise more than they can achieve so as to attract a popular response from the electorate and then deceive them by underachieving their set goals. Its called the attracting the median voter, and can be observed throughout democratic (or autocratic) societies. So the first criticism does hold any weight given the normative examples from civilized societies across the globe.
B. I think the second criticism is valid; however, the critique that MQM is a mafia and should never be taken seriously should be studied from a historical perspective. Why did MQM become a mafia? Was anyone debating here present during the mini-civil war between MQM and the government in the mid-90’s? The reason MQM is a mafia is because it had to fashion itself as one for the purpose of political survival. If it did not control Karachi in its cosa nostra fashion, why would the federal (democratic or dictatorial govt.’s) ever pay heed to their demands. I am not trying to legitimize their operational philosophy but rather only giving a reason why it is the way it is. Whether MQM represents the preferences of Karachites is also tied to this. The reason the have authority (even by rigging elections etc) over Karachi is for the simple reason that there is no other party which can challenge their control of the city. That does not give them the right to act in any manner they want, but if they were largely acting against the interests of the citizens then they would have been kicked out. So what this means that the citizens of karachi do see some good in an MQM govt. as COMPARED to the alternative.
The third one that Mustafa Kamal has not done enough to merit intl. recognition is very hard to gauge. Think about how many hits that FP just had due to the proclamation that Kamal is one of the world’s better mayors. I am sure more Pakistani’s found out what FP is during this controversy than ever before. So FP could have its own reasons for giving Mustafa Kamal some celebrity, though this could just be be disenchantment with US media talking.
The next issue that arises is that what is wrong with using it for political gain. Misrepresenting the issue for public gain is another thing altogether, and one which I discussed above. However, utilizing “the fact” to gain legitimacy is not.

Ahsan, I think you make some interesting points. I think as a political realist myself, you can expect most political parties and figures to use anything for political gain. HOWEVER, because this development grew so much attention at home and even abroad, it seems almost silly to keep pressing the point home AFTER it was proven wrong. If I were the MQM, I would have just reframed their messaging – keep celebrating Kamal and the fact that he was mentioned, but don’t keep calling him number 2, especially after the FP released articles clarifying such a point.

I think that should be the question one should ask from not only Mustafa Kemal, but also Babar Ghouri (whose “brain”child it was) and Mushy, as well as from the KPT ranks. That fountain (which I have never seen operating, but from afar it looks like a youknowwhat sticking out from the rocks) is the pride of Karachi. Ghouri made it so that when his children and gori wife came to Karachi, they would have something to see.

Funny!!! Unlike other crooks nawaz and zardari, this party has earned much better reputation by appointing a chairman who is a proud British citizenship and (what a f***ing fate of poor pakistan). I know some Pakistani and Indians who are still a resident of UK but have not accepted citizenship.

Apart from the above, the answer to Saif`s question is not that Musatafa has not done any work for Karachi but that yes he has done but the news of his job in the magazine has been wrongly portrayed to the people of pakistan (i.e. a white lie same like all the other politicians speak).
I, being a punjabi expect that Karachi, being the older brother and much educated city, should form a political party that is far from corruption and has a vision to bring the whole country together (again, if they start with any ethnic sign, no one will appreciate it).

Being a punjabi but living in Karachi since my childhood, you all morons should accept that Our Karachi has been running Pakistan like a guardian. Karachi contributes 60 % of the revenue of Pakistan’s budget. And no doubt MQM is the only representative party of Karachi. It does’nt matter who runs it, but this is the reality, accept it . . .
Mustafa Kamal has done what no one could ever done for Karachi. And I pray he should be elected for atleast one more time.
People from all provinces came and get jobs and do their business and you know, Karachi ppl accepted them with wide arms open, We, our family, is one of them. Do you find the same in Punjab, NWFP or in Balochistan ??? All of Pakistan’s ppl think Karachi as Dubai, and yes it is Dubai for rest of our Pakistan. If only 10 % of the revenue, which karachi gives to Pakistan, invests to our beautiful city Karachi, it will be the most beautiful and amazing city in the world.

I am a punjabi, born and brought up in karachi, all my neighbours are non punjabi and so were my teachers. never i faced any thing from them, am still loved and cared by them like iam of their own, One thing all of the ass…les must understand that we all are one in karachi. I totally agree with mailk sheriyar.
Karachi is the guardian, and no matter what happens we all one, I am a realist, and the reality is that no politaical or religious party can play wrong here.

Mustafa Kamal has done a brilliant job, he has a throne,a status,an office what do all these guys have who back bite him or spend energies on downloading list of top mayors.

Born and brought up in punjab and i faced lots of haterate and still facing when ever i meat one from there.
What will it take to change the mental uproach and image (in the province punjab specially) except one’s life.
How this province (which has capital and dominates all the country) will change it’s views and start working on dovelopment of the country as one nation.
What ever is happening arround now, took 65 years for nation to realize and drove us to a stage where every province is raising voice for its own rights because either it was not given to them.
